Who pays variable fees

Variable fees are only paid by those pre 1 October 1997 residents of hostels in which proprietors choose to charge variable fees.

It is the fee payable immediately prior to 1 October 1997 that determines whether a variable fee arrangement was in place regardless of whether any agreement had been signed.
