DETERMINATION OF SERVICE IN BOUGAINVILLE, BUKA ISLANDS, AND THE PAPUA NEW GUINEA TERRITORIAL WATERS SURROUNDING THOSE ISLANDS, AS PEACEKEEPING SERVICE FOR THE PURPOSES OF THE VEA.

Purpose

The purpose of this instruction is to advise that Australian Defence Force (ADF) personnel supporting the multinational peacekeeping force tasked with securing the Bougainville Peace Conference has been declared a peacekeeping force.  ADF Personnel deployed in the area are eligible to receive the benefits defined in the Conditions of Service Framework for ADF Personnel deployed overseas, including benefits under the Veterans' Entitlements Act (VEA).

Background

2.  On 21 September 1994, Cabinet agreed to the commitment of ADF assets, including Personnel, to support the multinational peacekeeping force tasked with securing the Bougainville Peace Conference in Bougainville.

3.  Attached for information is a copy of the Instrument, signed by the Minister for Veterans' Affairs declaring this force as a peacekeeping force for the purposes of the VEA.

Commencement Date

4.  The commencement date is 21 September 1994.

5.  CCPS eligibility guidelines are in the process of being amended and will be reflected in the next version of CCPS.

NOTICE UNDER SUBSECTION 68(3)

I, CONCETTO ANTONIO SCIACCA, Minister of State for Veterans' Affairs, under paragraph 68(3)(b) of the Veterans' Entitlements Act 1986 (the Act), designate the Force specified in Column 1 of the Schedule to be a Peacekeeping Force for the purpose of Part IV of the Act a and from the date specified in Column 2 of the Schedule.
