REPLACEMENT OF PENSIONER HEALTH BENEFITS (PHB) CARD WITH PLASTIC-LAMINATED PENSIONER CONCESSION CARD (PCC)
INTRODUCTION
The purpose of this Departmental Instruction is to provide information concerning the new plastic-laminated card, the Pensioner Concession Card (PCC) which will replace the Pensioner Health Benefits (PHB) card from 1 January 1994.
BACKGROUND
2.As part of the 1992/93 Budget when the Government extended fringe benefits to all service pensioners from 1 April 1993, it also announced that the PHB card would be replaced with a plastic PCC.
3.The PHB card is currently used by Commonwealth, State/Territory and Local government authorities, as well as other private organisations, as proof of eligibility for the range of benefits and concessions they provide to pensioners.
4.Subsequent to the Budget decision, the final form that the plastic PCC will take was deferred until 1995. In the interim the Minister agreed to the replacement of the PHB with a plastic-laminated PCC for the 1994 calendar year, effective 1 January 1994.
TARGET POPULATION
5.It is estimated that approximately 356,000 service pensioners will receive a PCC. The number of PCCs to be issued in each State/Territory are as follows:

6.It should be noted that these figures include FB 'saved' clients and carers.
AIM
7.The purpose of replacing the existing cardboard PHB with a plastic-laminated card is to reduce card replacement, through increased durability and also to reduce mailing costs. It also aims to rationalise the number of cards that pensioners are required to use for access to concessions and that providers are required to recognise.
CHANGES
8.RL Polk & Co Pty Ltd will produce and mail PCCs for the 1994 issue. In early December 1993, all service pensioners will be issued with a PCC for use from 1 January 1994. The card is valid only until 31 December 1994.
9.Polk will also undertake the ongoing issue of cards during 1994 for reissues, transfers in, new grants and if necessary, changes of address.
10.Branch offices will also issue cards during 1994, but only on an emergency basis and for manual action cases. See paragraphs 33 to 39.
11. The current Transport Concession Card (TC1) will be amalgamated with the PCC, therefore a separate TC1 will not be issued for 1994. From 1 January 1994, service pensioners will need to produce only the PCC to receive both travel and other concessions.
12.Where relevant, travel vouchers will be issued as an attachment to the card carrier.
13.It should be noted that war widow/ers in New South Wales, Victoria and Western Australia will continue to receive a War Widow/er Transport Concession Card. The issue of transport cards to war widows for use in 1994 is the subject of a separate Departmental Instruction.
CARDS/CARRIERS
14.Due to a number of technical problems with Polk and the sub-contractor the timeframe for the production and despatch of the cards has been substantially reduced. As a result the cards produced and issued as part of the bulk mailout exercise will be laminated on the front only with the back remaining unlaminated. Cards issued on an emergency basis and for transfers in, new grants, reissue and changes of address will not be laminated at all.
15.The card itself will be a push-out section of an A4 carrier which will contain information on Commonwealth, State/Territory and Local government concessions and fringe benefits.
16.A sample of the card/carrier is at Attachment A.
17.Information on the card/carrier will be state specific and personalised as follows:

Please note: Branch offices will be required to add the personalised details to cards issued in emergencies and for manual issue cases. These details are at Attachment B.
FREQUENCY OF ISSUE
18.Ongoing card despatch will be processed on a weekly basis, ie a cartridge will be despatched from DVA to POLK once a week, containing details of all clients who gained PCC eligibility or requested a card reissue in the previous week. A schedule of all these cases will be sent to branch offices.
19.Sufficient non-laminated stock will be provided to branches for issue of cards in an emergency, cards for non-custodial parents and fringe benefits 'saved' cases and reissue and new grants of cards to carers.
REPLACEMENT TRAVEL VOUCHERS
20.As part of the bulk issue of PCCs travel vouchers will be issued to PCC holders resident in all states and the ACT, but not the NT.
21.In the case of new grants of service pension and transfers in to a new state, travel vouchers should continue to be automatically issued as part of the card/carrier throughout 1994, unless previously issued in 1994 through earlier entitlement to pension.
22.In the case of replacement cards where the service pensioner has lost or destroyed the card accidentally, the following rules apply to voucher issue:
if cards/vouchers are lost or destroyed prior to 28 January 1994 replacement vouchers will be automatically issued.
From 28 January 1994, reissue of replacement vouchers for all states, with the exception of Western Australia, will be suppressed by Polk. A slight amendment to the wording will also occur for replacement card/carriers.
in the case of Western Australia, either the word "replacement" or "duplicate" will be printed on the voucher.
23.In Queensland, requests for replacement vouchers should be directed to the State Department of Transport. The client will be required to provide a Statutory Declaration.
24.Similarly, any requests for replacement vouchers by New South Wales residents should be directed to the State Rail Authority.
25.Requests by residents in the remaining States/Territories should be advised that they will not be issued with duplicate vouchers.
WAR WIDOW/ERS
26.A war widow/er who is also a service pensioner in her/his own right will receive a PCC issued by DVA. Similarly, a war widow/er in receipt of a DSS age pension will be issued with a PCC by DSS.
27.As in previous years, central office will issue a separate War Widow/er Transport Concession Card (TC1) and travel vouchers to war widow/ers in NSW and VIC. WA branch office will issue a separate transport concession card and voucher to war widow/ers in WA.
28.SA and QLD state governments recognise the DTEC for concession purposes. However, QLD City Rail also issues war widow/ers with 4 travel vouchers.
29.War widow/ers in the ACT, NT and TAS are not eligible for separate transport concession cards or vouchers.
30.To ensure that those war widow/ers in NSW, VIC, QLD and WA who are also in receipt of an income support pension do not receive two sets of vouchers (one with their PCC and one with their TC1), vouchers attached to their PCC carrier will be suppressed. Special text advising this group that they will receive their vouchers with their TC1 will appear in the voucher space on the carrier. Special text is at

31.As previously mentioned in paragraph 13 travel concessions for war widow/ers will be the subject of a separate Departmental Instruction.
CLIENTS WHO WILL NOT RECEIVE A PCC
32.The following groups will not receive PCCs:
Overseas clients
AMS recipients (unless there is some other entitlement)
CLIENTS ISSUED PCCS BY DSS
33.The following groups will be issued PCCs by DSS. No cards will be issued to them by DVA:
Working Rule B widows
War widows with DSS entitlement
BULK ISSUE OF BORDER TOWN CASES
34.Border town cases are those clients who live in one State, but whose files are being handled by a different State. These clients will receive a PCC for the State in which they live, not for the State which handles their file.
MANUAL ISSUE CASES
Special Register Cases
35.Polk will produce PCCs for special register cases. These cards will then be forwarded to branch offices for mailing to clients.
Emergency Issues
36.Branch offices will be required to issue cards on an emergency basis, however, these issues should be restricted. Changes of address cases should not automatically require a new PCC unless it is required for rate rebates etc.
Non-custodial Parents
37.As currently, issue of cards for use by non-custodial parents will have to be manually personalised and issued by branch offices.
Carers
38.Cards for existing carers can be produced as part of the bulk exercise, however, any new grants to carers will have to be manually issued by branch offices. A list of carers who will receive PCCs and their addresses has been provided to branch offices.
39.It is anticipated that a systems solution will be introduced next year to automatically issue cards to carers.
Fringe benefits 'saved' cases
40.Automatic solutions are now in place for recording fringe benefits 'saved' cases on EATERS. Refer DI B59/93. FB 'saved' cases will be included in the bulk issue of the PCC, however, should a FB 'saved' client on nil rate of pension require a reissue these will have to be produced manually by Branch Offices.
Base stock for Border Town cases
41.It should be noted that a small number of clients, including carers, are residing in a different state to the state that is paying the pension. Branches will have to liaise with the relevant residential state to arrange for supply of base stock for manual issue to these clients.
BULK ISSUE REPORTS
42.Branch offices will not receive reports for the bulk issue, but will be provided with the following listings of cases:
Carers;
Clients who did not receive a PCC and the reason, eg clients with an overseas address.
INSERTS
43.Two 1/3 A4 inserts will be included with the PCC mailout:
Telephone Allowance, which is blue with darker blue print; and
Veterans Health Week which is aqua with darker aqua print.
44.Copies of the flyers are at Attachment D.
TIMEFRAME
45.Data will be extracted and transferred to Polk on 15 November 1993 and personalisation will commence on 20 November.
46.Weekly data transfer and card/carrier personalisation for new clients, transfers in, change of address and reissues (except carers) will also commence on 20 November.
47.Bulk mailout of cards will occur progressively from 29 November with the last mailout date being 6 December 1993.
PHB ISSUE FOR REMAINDER OF 1993
48.Following cut-off on 13 November 1993, it will not be possible to issue PHB cards automatically. Therefore, from 13 November to 31 December 1993 branch offices will be required to manually personalise PHB cards for new pension grants and transfers in etc.
49.A PCC for 1994 will be automatically despatched to all service pensioners, including those with new eligibility, from late November.
DVA SYSTEMS
On-line screen changes
50.There will be very few amendments to the PP.RH screen and card reissues will continue to be made from this screen.
51.A new card enquiry screen EC.PC (PC Card and History) will be created. A copy of the screen is at Attachment E.
52.PHB/PCC history will no longer be recorded on the EC.CC (Current Card and History) screen. However, there will be no change to the EC.CC screen where DVA treatment card history is recorded.
53.Details of FB eligibility will also be available on the General Inquiry System.
54.All irrelevant PHB and PBC references will be removed from the on-line computer programs. PHB and PBC references recorded for historical data purposes will remain.
ADVICES
55.Changes to fringe benefits and recall of fringe benefits cards on the payment advices systems include replacement of references to PHB with PCC, and advice that cards will be issued separately. These changes will be introduced on payday
23 December 1993.
56.Branches are required to change any references to PHB and PBC (if still in existence) to PCC on PC based advice letters, such as those issued to carers.
57.As previously advised on 27 September 1993, any fringe benefits pamphlets held by branches should be amended to reflect both the extension of fringe benefits and the replacement of PHB (and PBC) references with PCC.
AUDIT TRAIL
58.For audit purposes, both within DVA and Polk, the weekly issues will have a sequential number recorded on the back of the card carrier in the top right hand corner. This applies only to the weekly issues, no sequential numbers will be recorded on the bulk issue cards.
59.Non-personalised base stock provided to branches will be in continuous sheeting.
60.Similar to the obsolete PHB cards, the PCCs are accountable documents and their receipt and issue will be controlled in accordance with Treasury Directions relating to such documents.
61.A register of manual issues should be maintained. When a new card is issued by branch office staff the card number, file number, name and address should be
registered and an indication of whether it is:
a new grant/transfer in;
a change of address or other continuation; or
a reissue or duplicate card.
LOSS OF ELIGIBILITY
62.The timeframe for card production/despatch is such that cards will be issued to clients who will lose eligibility before the end of 1993. It is not possible to extract these cards prior to mailout due to time constraints. Branch office staff may receive enquiries resulting from this and should ensure that they are dealt with sympathetically.
EVALUATION
63.Branches should make arrangements to differentiate statistical data on card related enquiries from other enquiries within the VAS unit and income support sub-section for a post-implementation evaluation.
64.Statistics are required on the number of inquiries regarding the PCC issue for the period 29 November 1993 to 1 January 1994. Statistics should be forwarded to Liz Lambart, PD&I Section, Central Office.

PCC holders may qualify for a range of Northern Territory Government concessions. You should be aware that the PCC will not by itself qualify you for some of these concessions. It will be necessary for you to also hold an "N.T. Pensioner Concession Card". The N.T. Pensioner Concession Cards are issued by local Community Care Centres and are only issued after the pensioner has lived in the Northern Territory for 6 months. Travel Information
The PCC is not transferable and must be shown on demand or full fares are payable. It can only be used by you. Use of this card by other persons is an offence.
The person to whom the PCC is issued is entitled to concession fares on STA public transport services, provided it is carried at all times whilst travelling and produced when requested.
Half fare concessions are granted for travel on Australian National (rail).
Ancillary charges such as sleeping berth and meal charges to be paid in full.
Fare concessions for interstate rail travel over main line only between Perth and Brisbane (via Broken Hill or via Melbourne) are only available on presentation of this card.
If you are visiting interstate you may use your PCC only at the discretion of the local transport authorities.
While travelling in some states you may be required to produce your PCC to obtain any concession fares which are available to you.

Please note: Concessions are available only to PCC holders on the following Victorian and interstate services.
The PCC holder is entitled to one free economy return trip on any PTC service per year. To arrange your travel take your PCC and your Pensioner Free Travel voucher to a V/Line or Met booking office in Victoria.
Dependants are not entitled to obtain concession fares on these services. Your PCC must be carried at all times when travelling.
Passengers are carried in accordance with Transport Act 1983 No. 9921 (as amended) and the regulations made under that Act.

VICTORIAN TRAVEL
The cardholder, on presentation of their PCC, is entitled to purchase concession fare tickets for all public transport services within Victoria. this includes travel on Melbourne metropolitan services (trams, trains and buses). V/Line (rail and coach) services and Urban and Country Bus services.
INTERSTATE TRAVEL
Victorian cardholders, on presentation of their PCC, may travel, at concession fares, on urban government public transport services in Queensland, New South Wales, South Australia, Tasmania, Western Australia and the Australian Capital Territory and on country public transport services in New South Wales and on interstate rail travel on main lines between Perth and Brisbane (via Broken Hill or Melbourne). Cardholders are also entitled to a 50 percent rail fare reduction on the Australian National Railway services between Coonamia (Port Pirie) - Kalgoorlie and Coonamia (Port Pirie) - Alice Springs.
PENSIONER FREE TRAVEL VOUCHER - CONDITIONS OF USE
This voucher entitles the named PCC
holder to one free economy return ticket for travel on PUBLIC TRANSPORT CORPORATION services anywhere in Victoria subject to he following conditions.
1. This voucher is not a ticket but must be exchanged for a VLine or Met ticket before the journey is commenced.
2. The Victorian Government PCC current for 1994 must also be presented to the booking office with this voucher. The PCC must be presented to any authorised PTC employee on demand during the journey.
3. The free economy return ticket will be available for travel only between the two Victorian stations/locations shown on the ticket for one return journey only.
4. The forward journey must commence on the date shown on the ticket and return journey completed within three calendar months of that date.
5. The free tickets only valid for a journey commencing on or before 31 December 1994, and if lost will not be replaced.
6. First class travel may be arranged on payment of the difference between economy and first class full adult fares for the journey. The cost of any ancillary changes must be borne by the cardholder. A reservation must be held if travel is by a booked service.

Visiting pensioners may obtain concessions when travelling by Suburban Government Transport in Capital Cities and Newcastle.
Pensioner Excursion Tickets may be purchased any time at specially reduced rates at Sydney Ferry Terminal, on State Transit Authority buses, and at rail booking offices in the CityRail area for unlimited local travel on all rail/bus/ferry services (except compulsory seat booked services, Jetcats, ferry cruises, special and premium bus services) on day of issue only within the boundaries of the CityRail area which extends to Moss Vale, Dungog, Toronto, Muswellbrook, Caves Beach, Lithgow and Nowra.
If travel is made beyond the area in which pensioner excursion tickets are available, pensioner half fare must be paid from starting point to destination.
This PCC is not transferable. Appropriate penalties are provided in the By-laws, Orders and regulations for any misuse.
