Impaired drainage of the sinus Factor

The RMA defines Impaired drainage of the sinus to mean one of the following which leads to a narrowing or obstruction of the affected sinus or sinus opening:

(a)  an anatomical deformity including deviated septum, enlarged turbinates, adenoidal hypertrophy, fracture of the nasal bones or any other bony structural abnormalities; or

(b)  a soft tissue abnormality or mucosal swelling affecting the sinus including polyps, tumours, inflammation, sarcoidosis, granulomas, or scarring; or

(c)  a foreign body including nasal packing, naso-gastric or naso-tracheal tubes, dental detritus.

In CCPS

If the veteran’s impaired drainage of the sinus is the result of one of the medical conditions listed in parts (a) or (b) of the RMA definition, then the Impaired drainage of the sinus factor should be investigated. This factor should also be used where the impaired drainage is caused by nasal packing, or the use of naso-gastric or naso-tracheal tubes during treatment for another medical condition (other than chronic sinusitis).

If the impaired drainage of the sinus results from the presence of a foreign body (e.g. shrapnel) during service, other than as a result of surgery or other treatment, then the Impaired drainage of the sinus due to an event on service factor should be investigated.

Establishing onset

You may need to seek medical advice to determine whether or not a veteran has ever suffered from impaired drainage of the sinus.

If a veteran or member had impaired drainage of the sinus he or she would probably have needed medical attention at some time.  Such medical treatment would normally be recorded in doctors' notes and/or hospital records.  However, these records may have been destroyed or can no longer be obtained.  Therefore, if there is a reliable history of appropriate medical treatment at a particular time, this generally will be accepted, providing this is not negated by other evidence.

PRELIMINARY QUESTIONS [13276]

13277 there is some evidence that impaired drainage of the sinus due to an event on service may be a factor in the development or worsening of the condition under consideration.

13283  the veteran has established the causal connection between the impaired drainage of the sinus due to an event on service and VEA service for chronic sinusitis.

13284   the veteran has established the causal connection between the impaired drainage of the sinus due to an event on service and VEA service for the clinical onset of chronic sinusitis.

13286  the veteran has established the causal connection between the impaired drainage of the sinus due to an event on service and operational service for the clinical onset of chronic sinusitis.

or

13287  the veteran has established the causal connection between the impaired drainage of the sinus due to an event on service and eligible service for the clinical onset of chronic sinusitis.

or

7334     the clinical onset of the condition under consideration occurred after the end of the veteran's last period of VEA service.

7335     the condition under consideration permanently worsened.

13285   the veteran has established the causal connection between the impaired drainage of the sinus due to an event on service and VEA service for the clinical worsening of chronic sinusitis.

13288  the veteran has established the causal connection between the impaired drainage of the sinus due to an event on service and operational service for the clinical worsening of chronic sinusitis.

or

13289  the veteran has established the causal connection between the impaired drainage of the sinus due to an event on service and eligible service for the clinical worsening of chronic sinusitis.
