PRACSYS alone decides whether an overpayment has occurred for incapacity. Once a paid incapacity determination has been voided (either by a user or the system in an automatic process), PRACSYS will automatically set up a recovery account if the voided determination is not reissued for an equal or greater amount.
The 'Create' function is never used to manually set up an incapacity recovery account.
Non-incapacity
For all non-incapacity overpayments, accounts need to be set up manually using this function.
