If the submission has been correctly prepared (using the document at Appendix 2), it will include all the necessary details in support of writing off the overpayment. The submission is a very important document and provides a comprehensive record of write off reasons.
The state manager will require a good understanding of the criteria for write off. Write off is not simply agreed because the state and/or claims manager thinks the situation warrants it. One or more of the relevant write off criteria must apply.
The submission should detail:

the background to the overpayment;

all consultation conducted with the debtor;

why the debtor considers the overpayment should be written off; and

any recommendations regarding write off.
If the claims manager has not clearly established all the above, the submission should be returned to the claims manager for amendment. The state manager should never need to fill in any gaps about why an overpayment is to be written off. All the facts should be clearly established and provided for the state manager.
