This change confirms that liability for a debt attaches to the person who receives the payment, rather than (for example, in respect of education payments) the child whose circumstances have established eligibility for the payment.

New Commission Guideline. These Guidelines replace CM5832 of 2005 and include instruction for Psychiatric Compensation Claims made under the:

Veterans' Entitlements Act 1986 (VEA)
Safety Rehabilitation and Compensation Act 1988 (SRCA)
Military Rehabilitation and Compensation Act 2004 (MRCA).
