Saved child/children cases
On 1 January 1998, pensioners who were financially disadvantaged by or would lose their treatment entitlement because of the transfer of child related payments to Centrelink or who had no FTB entitlement (overseas residents and Norfolk Islanders) continued to have child related payments paid by DVA
Child related payment may discontinue
Child related payments will continue to be paid until the child becomes ineligible or the dependent child turns 16. An example of a child becoming ineligible would be if the child were no longer dependent on the pensioner. A person may also stop receiving child related payments from DVA if they elect in writing to receive payments of FTB under the A New Tax System (Family Assistance) Act 1999. A person may decide to do so if the FTB would be greater than the child related payments they would be receiving from DVA.

Savings provisions
The savings provisions under which these payments continued to be paid by DVA only applied to pensioners who:
- were in payment prior to 1 January 1998 and whose service pension or income support supplement included dependent child add-on, guardian allowance or additional rent assistance because of a dependent child, or
- had lodged a pension claim on or before 31 December 1997 and whose service pension or income support supplement included dependent child add-on, guardian allowance or additional rent assistance because of a dependent child.
Since 1 January 1998, it has not been possible for any new dependent child to be a saved child, unless the claim was lodged on or before 31 December 1997.
Dependent child add-on
Dependent child add-on (DCAO) is included in the calculation of a person's service pension or income support supplement where that person has a saved child.

The amount of the dependent child add-on depends on whether the child is 12 years or younger, or between 13 and 15 years.
It is possible that in some cases only a percentage of the dependent child add-on is being paid to a pensioner. If this is the case, it is because only a percentage of the Family Tax Benefit payment would have been payable and the Commission has determined, under Section 42-C3AA of the VEA as in force on 31 December 1997, that only a percentage of the dependent child add-on is to be paid.
Recording a PIPS case for partially dependent child add-on amounts
In cases where only a percentage of the dependent child add-on is payable to the pensioner, the PIPS assessment is required to be done as a manual rates case. To process this type of case, follow the 21 steps below:

Select Pensioner Initiated Review (PIR), date of effect rule Apply then enter the following details:

If required, select the Financial Assets subfolder and update the financial assets of the person using the Change, Add or Delete function for each financial product that had changed then click the save button. |

If required, select the Personal Assets subfolder and update the assets of the person using the Change, Add or Delete function for each asset that had changed then click the save button. |

6 |
If required, select the Property/Business subfolder and update the assets of the person using the Change, Add or Delete function for each asset that had changed then click the save button. |

7 |
As the pension rate needs to be manually calculated, select the Manual Rates tab instead of the Calculate tab within the Calculate Pension screen. |

From the dropdown list labelled Type, choose Miscellaneous (manual assessment). |

9 |
For all persons in the assessment, record the manually calculated rate of service pension, income support supplement (ISS), or age pension payable and pension supplement(s). |

If the pension payable is taxable, record the rate of pension manually calculated in the Taxable Pension field. |
|
11 |
If rent assistance is payable, record the amount payable in the Rent Assistance field. |

12 |
As the assessment has saved child payments, record the amount of dependent child add-on and guardian allowance (where applicable) in the DCAO and GA f — ields. |

If remote area allowance is payable, record the amount payable in the RAA field. More →

From the dropdown list labelled Test, choose whether the manually calculated pension is payable under the income or the assets test. |

Check that the rate of payments entered on the screen has been correctly recorded, then click the Save button. |

In the Review Historical Data screen if the assessment history after the date of effect needs to be updated, the Calculate History screen will be a mandatory screen. If the Calculate History screen is:

If the Calculate Arrears screen is mandatory select the Arrears screen under the Calculate Arrears folder then click Calculate. After the arrears has been calculated click on the Save button then go to Step 18. |

Select the Advices screen – the type of advice and obligations to be sent will automatically default to departmental guidelines for the type of case being processed. If additional text is required enter this text in the Free Text field then click on the Save button. |

Select on the Worksheet Summary screen and review all of the screens that have been accessed and when the data is correct, click on the Save button. If any errors are detected return to the screen that contains the incorrect data, key in the correct data and repeat Steps 4 to 15 if required. |

Once satisfied that the data entered and the rate of pension is correct the case can be finalised by navigating to the Authorise screen then:
Note: there is an option to register a new case after finalisation if another PIR, DIA is required. |

Stamp the source document with the green authorisation stamp. |
Guardian allowance
Guardian allowance (GA) increases the ceiling rate of a person's service pension or income support supplement where that person has a saved child, and if that pensioner:
- is not a member of a couple, or
- is a member of an illness separated or respite care couple.
Rent assistance
If a pensioner with a saved child is eligible for rent assistance (RA) the rate of rent assistance payable may be increased because of that child.
If a service pensioner with a saved child is eligible for rent assistance, any disability pension may reduce the rate of rent assistance payable to the person. In such a case, a rent assistance free area applies. The rent assistance free area is increased for each dependent child. As with the ordinary/adjusted income free area, the additional rent assistance free area may be reduced by payments made to the pensioner or the pensioner's partner in respect of the child. Recording changes for GA and DCAO for a saved child case in PIPS
When processing cases involving saved children, the PIPS assessment may need to done to ensure that the pensioner is receiving the correct rate of payment. To process these cases, follow the 15 steps below:

Maintenance paid in respect of saved children
The rate of service pension or income support supplement payable to a pensioner with a saved child may be affected by maintenance income, in respect of a dependent child, being received by the pensioner or their partner. For detailed procedures about these cases, follow this link.
