Commonwealth Superannuation Corporation clearances with Special Rate of Disability Pension

When actioning a Commonwealth Superannuation Corporation (CSC) requested clearance arrears or reclassification, the Special Rate of Disability Pension (SRDP) team must advise the assigned incapacity team where there is SRDP interest and if a request for super clearance is required.

Procedural, Planning and Assurance will screen incoming CSC requests and identify in VIEW where SRDP involvement exists. This includes current or prior eligibility and outstanding SRDP cases.

Creating an SRDP case

If a client lodges a claim for SRDP or it is determined to be eligible at any point in the claim process, a case will need to be created so that the decision can be recorded. This is for situations where the SRDP eligibility assessment does not occur at the same time as determining a PI or incapacity claim.

Generally when the person is first put into incapacity payments a single period of incapacity will be created in CADET.  No further periods of incapacity are registered.

5.1.2.1 Notifying Commonwealth Superannuation Corporation where a client has Special Rate of Disability Pension (SRDP) involvement

When actioning a Commonwealth Superannuation Corporation (CSC) requested clearance, incapacity delegates must also include a request for a super clearance where there is interest from the Special Rate of Disability Pension (SRDP) team.

The Procedural Planning and Assurance team will screen incoming CSC requests and identify in VIEW where SRDP involvement exists. This includes current or prior eligibility and outstanding SRDP cases.

13.11 Posthumous SRDP and compensation for dependents

A claim for SRDP cannot be accepted after the death of a veteran. A SRDP claim is not required after death in order to pay compensation for dependents.

Liability cannot be accepted for SRDP after a veterans death because at least one of the eligibility criteria can not be met at the point in time the claim is being determined i.e. 199(1)(a) regarding incapacity payments.  Section 199 operates prospectively only.

What is Special Rate Disability Pension (SRDP)

SRDP is an ongoing payment that can be made to a person in lieu of incapacity payments.  The maximum weekly amount of SRDP is one half of the fortnightly rate of Special Rate (formerly known as Totally and Permanently Incapacitated) pension under the Veterans' Entitlements Act 1986 (VEA).  The rate of payment is adjusted in March and September yearly in line with the statutory changes to the Special Rate pension.
