What is clothing allowance?
Clothing allowance may be paid to a veteran who has an accepted service-related injury or disease which causes exceptional wear and tear or damage to clothing. The rate of clothing allowance depends on the extent of the veteran’s injury or disease.
Common examples of damage to clothing include staining from medications or wear and tear from aids and appliances.

Allowances not Payable if Disability Compensation Payment Fully Offset
Clothing allowance and attendant allowance are not payable if a person’s Disability Compensation Payment is fully offset due to other compensation being received by that person. The sections relating to these allowances require that a veteran is being paid a pension under Part II of the VEA for incapacity from a war-caused injury or disease. A pension is not considered being paid if the pension is fully offset.
Any clothing or attendant allowance that is associated with an additional section 27 payment should not continue to be paid.
