According to sub section 1.2.1 VCES, an appropriate person is:
- a parent, guardian or trustee, or
- a person approved by a parent, guardian or trustee, or
- a person approved by Commission if none of the persons referred to above who acted on behalf of the student is alive, willing, able and suitable to act on the student's behalf.
