The General Rate is the scale of compensation that takes into account both the medical impairment and life style effects of a disability to arrive at a degree of incapacity [3]. The greater the incapacity suffered by the person, the more pension they will receive. The pension is paid in 10 percent multiples up to 100 percent. The degree of incapacity is determined in accordance with the Guide to the Assessment of Rates of Veterans' Pension (GARP [3]). The General Rate does not have regard to whether or not a veteran is employed.
