Dr Christine Davidson, who was then with the Department of Veterans' Affairs, developed the guide.
In developing the guide, Dr Davidson had regard to the:

American Medical Association's Guides to the Evaluation of the Degree of Permanent Impairment (2nd Edition); and

Guide to the Assessment of Rates of Veterans' Pensions from the Australian Department of Veterans' Affairs. Dr Davidson was involved with the development of the first edition of this guide.
The Operations Group and Dr Davidson are currently undertaking a review of the guide with a view to adopting developments with the American Guides and to correct difficulties experienced in the first six years of operation of the Comcare guide.
A revised guide has been developed and other state workers' compensation jurisdictions have indicated an interest in adopting the new Comcare guide as a national instrument.
