There are five different reports that will be printed out in the State Offices on a regular ongoing basis. The reports are:
There are 2 other temporary reports, Report F: “DVA No Match Report” & Report G: “Clients in Residential Care Facility not Matched with/not on DH&FS Tape Report”. These latter 2 reports are used to help in cleaning up DVA income support pensioners who have not been successfully data matched due to data problems and will only be produced from time to time in the initial implementation stages.
The significance of the other 5 reports is described below.
This report comprises two groups:
Note residents who have matched on this basis are indicated on the report by an asterisk.
OR
Note residents who have matched on this basis are indicated on the report by a plus sign.
Both fully and partially matched pensioners must also have, an appropriate DVA residential situation code corresponding to a resident in aged care before they will appear in the report. More [5]
The pensioners on this report are those who will not be in receipt of rent assistance after 1 October 1997 because they are in an aged care facility.
Each report should be kept generally for about 6 months. This will provide sufficient time to cover possible appeals. Please note although pension related details will be available via the pension systems and on file, this will be the only historical record that DVA will have of the actual excess income and effective date provided to DH&FS.
Report A: “Clients fully or partially matched who have appropriate residential situation code” will be produced fortnightly.
Cases that appear on reports that still have an RA indicator of “Y” showing on the report will need to be investigated and have rent assistance manually cancelled.
With no new grants of rent assistance to aged care residents, there should be few such cases on the report.
Once the initial series of mismatches are finalised, examination of cases requiring manual cancellation of rent assistance should be via the new admissions report only.
The people listed on this report are DVA income support pensioners who have either fully or partially matched to a DH&FS record on the same basis as those on Report A. However, these people do not have an appropriate residential situation code recorded in their pension assessment.
Cases on the partially matched report do not have a residential situation recorded in their assessment that corresponds to their residing in aged care.
Report B: “Clients fully or partially matched who do not have appropriate residential situation code” will be produced fortnightly.
Now that the bulk cancellation of rent assistance has occurred, cleanup of these cases is no longer linked to the automatic cancellation of rent assistance.
Any cases that have not been cleaned up and still have rent assistance in payment, will now have to have their residential situation updated and rent assistance cancelled manually for the next available payday More [11]
People on this report are DVA income support pensioners who have fully or partially matched to a DH&FS record that has appeared on the data matching file for the first time. Residential situation does not affect who appears on the listing.
A small number of the people who appear on the report have transferred between facilities and thus have a new record appearing on the file.
A column on the report indicates the method of assessment of each person.
Report C: “New admissions” will be produced on a daily basis.
The new admissions report should be examined to ensure that DVA has been advised of each person's admission to aged care.
Where advice has not yet been received, action will need to be taken in accordance with the procedure outlined in the section Entry to Aged Care to update the person's residential situation and other details. More [16]
That procedure requires that where a person is a member of a couple, the couple be reassessed as illness separated. To assist in identifying residents who are a member of a couple, Current Method Of Assessment (MOA) indicators are included on the report. The method of assessment indicators that correspond to an illness separated assessment are:
Note: a method of assessment for age pension may also apply when DVA takes on payment of these pensions for certain veterans and their partners.
The report also needs to be examined for any cases where rent assistance is still in payment. These cases will have an RA indicator of “Y” showing on the report. Such cases will have their rent assistance manually cancelled when the procedure outlined in the section Entry to Aged Care is applied. More [17]
There may be a few instances where a pensioner is:
In these cases, rent assistance may still be payable to the pensioner. However, co-habitees, residents of facilities not approved and residents who are not receiving Commonwealth Government subsidised care should not appear on the data matching file and thus should not appear on the new admissions report.
People on this report are DVA income support pensioners who have fully or partially matched to a DH&FS record on the data matching file against which DH&FS have recorded a discharge indicator. Residential situation does not affect who appears on the listing.
A discharge indicator is also included where a person moves between facilities and so some of the people on this report have not actually departed aged care but rather have moved between facilities. Such people will also appear on the new admissions report.
A column on the report indicates the method of assessment applicable to each person.
Report D: “Clients discharged” will be produced on a daily basis.
The clients discharged report should be examined to ensure that DVA has been advised of each person's departure from aged care.
Where a discharge reason of death is included for a person, and the method of assessment column shows a method of assessment 98 (ie that the person's pension has been cancelled) or death action has been registered, DVA has obviously been advised of the death. No further investigation is required.
Where advice has not yet been received, however, further action will be required depending on the reason for discharge. More [22]
Report E: “Clients who have a duplicate record”, will be produced on a fortnightly basis.
The likely causes of a duplicate match are:
Accordingly, each case on the report should be examined to determine whether a cross referencing problem exists. If so, corrective action should be taken.
Any duplicate matches that involve two distinct individuals should be referred to Laurie Howell in the Business Administration section of National Office for further action.
