During World War 1 and World War 2, certain civilians who were employed by the Commonwealth served outside Australia performing special missions [3].
A special mission is a mission that in the opinion of the Repatriation Commission [3] was of special assistance in the prosecution of the war. Only the Commission can make a decision on what constitutes a special mission.

A person who was employed by the Commonwealth on a special mission outside Australia during World War 1 or World War 2 has operational service.
If during the period of hostilities [3] that relates to World War 2 such a person incurred danger from hostile forces of the enemy [3] in the course of carrying out a special mission, they also have qualifying service.

A special mission is defined in subsection 5C(1) to mean:
Only the Repatriation Commission can make a decison on what constitutes a special mission. Refer to Departmental Instruction C47/2002 for further information on Special Missions.
According to Section 179 [14]of the VEA [14], the Commission is a body corporate under the name of Repatriation Commission.
A period of hostilities is defined in section 5B(1) of the VEA [14] to mean:
