All recovery accounts created for settlements are purely registered to provide a record that recovery has been completed.
In any other recovery circumstances, line item information on overpaid invoices must be attached to the recovery account before it can be activated.
However, as there is no relevant line item information to attach to the account in this instance, the account can never be activated.
NB The account will show on monthly reports to state offices as being inactive on an ongoing basis. It is quite critical therefore, to clearly note on the recovery screen that the account is for 'TPR' (third party) and no line items can be allocated.
This will at least explain the ongoing inactive status.
