How to determine financial hardship

Normal tests for financial hardship should be used for section 29 (5) cases.  Complete details of income and expenditure should be provided by the employee and consideration be given to the types of services required and their cost.

Comparisons should then be made between disposable income (the difference between income and all expenses) and the cost of required services.  As a matter of course, such claims should be dealt with quickly.
