Veterans' Children Education Scheme
This Instruction provides information on a change to the Veterans' Children Education Scheme (VCES) announced in the Budget, and the Minister's approval to extend counselling and guidance services provided through the Scheme for children of certain veterans.
Children of EDA veterans to be "eligible children"
2.As announced in the Budget, the range of beneficiaries under the VCES is to be extended. Children of pensioners in receipt of Extreme Disablement Adjustment (EDA) will be eligible for full benefits under the VCES. Eligibility for VCES benefits is currently available only for children of deceased EDA veterans.
3. Enabling legislation for this change will be introduced in the Budget Sittings of Parliament. The effective date of this change will be 1 January 1994.
4.We will be sending to each Branch a list of EDA pensioners who are identified on the system as having dependent children. These lists will be forwarded before the implementation date.
Counselling and guidance services for children of certain veterans
5.As recommended in the recent review of the VCES, the Minister has approved, under section 92 of the Veterans' Entitlements Act, the extension of guidance and counselling services (but not financial assistance) provided through the Veterans' Children Education Scheme (VCES). Where veterans and members are suffering from certain psychiatric conditions, resulting in a diminished ability to provide "normal" levels of parental support, the counselling and guidance services of the Scheme will now be available to the children of these veterans. The eligibility criteria necessary are that the veteran or member:
.be suffering a psychiatric condition in the International Classification of Diseases (ICD) range of 290.0 to 299.9 (an extract from the ICD is attached); and
.has been assessed at 70% of the General Rate or above.
6.Extension of this benefit does not include payment of education allowance.
7.Suitably qualified members of the Veterans' Children Education Boards will provide guidance and counselling on educational matters for children of these veterans where necessary. Alternatively, they may be referred to other appropriate organisations.
8.We have written to the Chairman of the Veterans' Children Education Board in each State. We have also written to the National Secretaries of the R&SL, Legacy, the T&PI Association and the VVAA, advising them of the extension of this benefit.

5. MENTAL DISORDERS (290-319)
In the International classification of Diseases, 9th Revision (ICD-9), the corresponding Chapter V, "Mental Disorders," includes a glossary which defines the contents of each category. The introduction to Chapter V in ICD-9 indicates that the glossary is intended so that psychiatrists can make the diagnosis based on the descriptions provided rather than from the category titles. Lay coders are instructed
to code whatever diagnosis the physician records.
Chapter 5, "Mental Disorders," in ICD-9-CM uses the standard classification format with inclusion and exclusion terms, omitting the glossary as part of the main text.
The mental disorders section of ICD-9-CM has been expanded to in- corporate additional psychiatric disorders not listed in lCD-9. The glossary from ICD-9 does not contain all these terms. It now appears in Appendix B, pages 1077-1125 which also contains descriptions and definitions for the terms added in lCD-9-CM. Some of these were provided by the American Psychiatric Association's Task Force on
Nomenclature and Statistics who are preparing the Diagnostic and Statistical Manual, Third Edition (DSM-III), and others from A Psychiatric Glossary.
The American Psychiatric Association provided invaluable assistance in modifying Chapter 5 of ICD-9-CM to incorporate detail useful to American clinicians and gave permission to use material from the aforementioned sources.
