10. DSM-5 criteria must be met -

A delegate cannot confirm a psychiatric diagnosis unless reasonably satisfied that all the DSM-5 diagnostic criteria for that condition are met. If a second opinion does not provide the level of satisfaction required the claim should be refused with the findings of fact used to support this decision provided to the claimant in the reasons for decision.
