'Whole of Veteran' Needs -
- The Repatriation Commission has an obligation to consider the whole of veteran's needs and to provide the necessary assistance within its power to ensure those needs are met.

Therefore, if at the end of the decision making process, a veteran does not meet all of the requirements for a Special Rate pension or the Intermediate Rate pension, the veteran should be informed about assistance with placement into a rehabilitation or vocational training program under the VVRS. This scheme contains safeguards in relation to the veteran's ongoing entitlement to pension. Entry into a rehabilitation or vocational training program will be voluntary and is not a prerequisite for obtaining Special Rate pension or Intermediate Rate pension.
