Checking for Lump Sum Advance Eligibility

In VIEW, open the Summary folder and check that the applicant is receiving a DVA pension that can be advanced or an age pension paid by DVA.

In VIEW, open the Summary folder and find the LSA Payable From field.

 

If...

then...

2(a)

the LSA Payable From field shows...the current date

  • the pensioner is currently eligible for a LSA.
  • go to step 5

2(b)

the LSA Payable From field shows...“Ineligible until debt(s) repaid”

  • the pensioner is not eligible for a LSA grant until their outstanding debt is repaid
  • go to step 3

2(c)

the LSA Payable From field shows...“Ineligible whilst LSA outstanding over 12 months”

  • the pensioner is not eligible for a LSA whilst they have another LSA outstanding which was made more than 12 months ago
  • go to step 3

2(d)

the LSA Payable From field shows...”Minimum amount of LSA available not reached”

  • the pensioner is not eligible for a LSA because their Maximum LSA available is less than their Minimum LSA
  • go to step 4

In VIEW, open the Debt Management folder and identify the outstanding debt(s) or LSA(s).

Check the Recovery Plan/s for the outstanding amounts and ascertain when they are  likely to be repaid.

Inform the pensioner when the debt/s which are preventing them from receiving a LSA are likely to be repaid. The pensioner may wish to consider repaying any minor debts owing.

Work out why the pensioner's Maximum LSA available is less than their Minimum LSA. Note: The reason could be any one of, or a combination of, the following.

 

If  ...

then ...

4(a)

the pensioner has received a LSA in the last 13 fortnights

  • the full amount of the LSA is deducted from the LSA currently available
  • in most cases the person will become eligible for a LSA when the 13 fortnights following their previous LSA has elapsed

4(b)

the pensioner has not repaid a LSA that was made over 13 fortnights ago

  • the outstanding amount of the LSA is deducted from the LSA currently available
  • the person may become eligible for a new LSA after repaying the outstanding LSA, or repaying enough of the outstanding LSA to allow payment of the minimum LSA

4(c)

the pensioner has a low rate of pension

  • if the person receives an income support pension only, the person will not be entitled to a LSA if their income support pension (not including the Minimum Pension Supplement) is less than 0.513 of the Minimum LSA
  • if the person receives a disability pension or war widow's/war widower's pension only, the person will not be entitled to a LSA if 13 x their pension rate is less than the Minimum LSA
  • if the person receives both an income support pension and disability pension or war widow's/widower's pension, the person will not be entitled to a LSA if both of the above apply

If the applicant appears to be eligible or if they decide that they still want to apply, issue Form D0556 Application for Lump Sum Advance Payment of a Pension to applicant.
