What is a Transport Concession Card (TC1)
The TC1 provides State funded and determined rail travel concession for some war widows/widowers who do not receive a Pensioner Concession Card. The TC1 is issued annually.

Eligibility for the TC1
War widows/widowers not in receipt of service pension, income support supplement or age pension are eligible to receive a TC1 if they live in the following states:
- New South Wales,
- Victoria (except World War 1 war widows/widowers,
- Queensland, and
- Western Australia.
The Australian Capital Territory, Northern Territory, South Australia and Tasmania do not offer TC1.
A war widow/widower is generally a person who immediately before their partners death, was the partner of, or was legally married to:
- a veteran; or
- a person who was a member of the forces; and
- who is receiving:
- a war widow's/widower's pension; or
- a pension that is payable under the law of a foreign country that is, in the opinion of the Commission, similar to a war widow's/widower's pension.
